So now I think that would make the vets. level down due to the lvl. 9 being past the vut off mark and all.

Let me rephrase this...everyone knows that lvl. 10 is considered to be a vet. right? lvl. 8 is also still a n00b...now lvl eight is the cut off point from 50 points (i.e. you have to obtain a lot of points to level up form lvl eight now) i belive this would make lvl 8 the undecided range and the lvl nine gets the vetage get it...

when i say the vets level down i mean the vet level as in now the lowest is 9 not 10 because lvl 8 got more points instead of 50 soo that is the cut off for n00b now...get it now...
