Technically the portal is on Newgrounds, so entries are always on Newgrounds when they are submitted.

I can see what you mean......kind of. The "new" list only holds 50 of the newest entries, so after it gets off of that list than you can find it a variety of ways: NG search, section that Tom has made, if it gets an award the link is posted under the award title, front page, etc.

I submitted a dress-up game, I'm just wondering if and how it gets to appear in the Dress-up games section on NG. Is it based on votes & reviews, or is it up to NG staff discretion?

Yea, that's Tom's decision. If it is a really good dress up game, he'll add it. I wouldn't email him asking him to do it, believe me, i'm sure he has plenty of stuff to do already!
