The banks and the IRS actually own America. When the banks got the right to print their money, the ownership of America officially belonged to them, because the government would then be forced to loan from the bank whenever they needed more money.

The question is not who owns America, but rather who effectively controls it. That privilege goes to big business and the think tanks, congressmen, and other entities which are associated with it. To a much lesser degree, they are kept in check by a popular revolution, although that is a distant an unlikely scenario which is unlikely to happen, giving the power structure the upper hand. Throughout American history, there was a constant struggle over the heart of America between the people and the business. The businesses were firmly in the lead in the late 19th century, they were routed by the populist and socialist movements in the 1920s, and now appear to be firmly entrenched to such an extent that they cannot be dislodged. However, that balance may shift if and when the people get fed up with the sleaze, corruption, exploitation, and maleficence.
