Center the eyes more, and fix the highlight as others have said... then add ears and a mouth. Otherwise, looks like you're off to a good start! :D

I wont rate it, but it doesnt really show any indication that he has a skull or anything. My advise would be to practice without using the pencil on smooth tool.

Yeah, nice. How cool do you feel?

Right now, I give it a 4/10. It's lacking. There is nothing going on that he should be screaming about. The head is oddly shaped, and should taper towards the bottom less dramatically. Unless it is purposefully deformed (eg. a caricature), I suggest you fix that. The placement of features needs work and the hair is just a zig-zag. Hair should reflect some elasticity, at least. What you have drawn is much too solid and lacks flow. The highlight on the eyes was a problem. But then again, there could always be a second light source. Overall, this face is just...flat...

Give it some life.

a little summary (I think) and a bit of my advice :P

Take a little time to make the hair more... hmmm a little bigger and more detailed. Maybe that could be a next step into your character designing.

Another thing... you could make the face a little less wide... it's like his jaws are 2 round.

Next one: You should correct the eyes cause he's looking a bit like Don Vito (y'know Phil Margera's brother...). He's looking with his left eye 2 much to the left and with his right eye 2 much to the right.

another one: Nice background would be great

second last thing: Try to make the colors less solid... it would give much more character...

and the last thing... probably said before just as the background: Make a body :P
