One of the safest cities would have to be one placed in a middle eastern country such as Iraq, Iran, Afghanistan, etc. No I'm not making a pale joke.
Besides the obvious rebelious bombings and attacks almost daily on the capitals, an outside city of one of these countires would be extremely safe... why?
There is no stealing, no rape, no assault... nothing. You could walk down a street, tits hanging out in a street full of crowded horny men at night and not even be touched... why?
Cause if you steal in a country like this... they STILL take your left hand. If you rape, penalty can be death along with asault. It's not like any city up here, where you could just say "I didn't do it", people are scared to do these sorts of things due to such coorporal punishment.

Boston is clearly the best city in the world. They are the only ones who take terrorism seriously anymore. Even New York has become lax on its security concerning terrorism.

I'd have to go on every each city in the world to say which one is the best.
Well, i like living in Brasília (Brazil), but there are certainly many more better cities, and even more worse ones.

Edinburgh
Well let’s see, it’s in Scotland. So yeah it has Scottish people there.
HAHAHAHAHAHAHAHA!!!!
Perth
Good swimming pools as well.
There only is three pubs there, though - and you have to cross the border to use two of them.
Borders (not a city but is better)
Only 3? Innerleithen has 3 alone that are in the borders. And that’s not count Galashiels, Peebles, Walkerburn (technically it’s an inn/hotel but lets not bicker over the small things) Hawick, Selkirk, Melrose, st Boswells, etc. But again there not cities so they don’t count.

Take into account, education, safety, planning, transportation, and whatever else you wish.
i say Paris
education:The French educational system is highly centralised, organised, and ramified. It is divided into three stages:
primary education (enseignement primaire);
secondary education (enseignement secondaire);
tertiary or college education (enseignement supérieur)
Primary and secondary education is predominantly public (private schools also exist, in particular a strong nationwide network of primary and secondary Catholic education), while tertiary education has both public and private elements
Safetety
I have been living in Paris all my life and I feel perfectly safe here.Even with the increase in certain crimes Paris is a relatively safe city, compared to many others in Europe, with a far lower rate of violent crime than in the US. Most crime takes the form of petty theft and purse snatching, and represents approximately 65% of all reported crimes. A majority of these robberies have taken place around train stations, in the metro system or at cafes crowded with tourists.
well i dont know what you mean by planning and transporation

This post is called 'Best City in the world'. Yet you said take into account education and safety. Yes those two are very important but think about it, the best city in the world would have to be a place where safety doesnt mean a policeman on every corner, but a place where regardless of the security in the city it's still a safe place. Besides the fact that with so much security you feel like every move you make is being watched like in cities with CCTV Cameras everywhere.
Also, all these cities that are ranked so high in living standards like Vancouver, because theres a tree every 2 metres and you pay taxes for the pollution you create, can you imagine actually living there? My god there must be nothing to do in places like these where everything is maintained perfectly, and teenagers are in bed at 10. When all these stupid polls are released showing us where its healthiest to live and where the standard is high, this appauls me. Okay have a great life breathing your fresh air and having your walk in the pristine park. But believe me you wont have such a great life. A great city is one where there is no oppresion of privacy by security forces, where apart from the fresh air you breath there are places to go out to and social lives for everyone. I personally think that teenagers in Europe lead much more mature and enthusiastic lives. In the USA a group of 15 year olds go to the mall and are back by what.. 9, 10? In europe a 15 year old can go clubbing from 1AM to 7AM, drink RESPONSIBLY and have fun at the same time (Excluding UK, cause getting drunk is your sole purpose which is pathetic). The education system in most european countries is also good, and I'd say crime is much lower even with the few cops in the cities. Think about it, your life may in a perfect US or Canada city might be nothing compared to that of someones in a European city where they have more freedom, lead more mature lives and have a good education.

Singapore is first.
Sydney is second.
Okay, to me Singapore is the ultimate city because:
Not only is it a city, it is ALSO a country of its own.
It's got a ridculously high economy and it's a leader in software development and technology.
It has a high population, yet it's REALLY clean and the people are really nice.
It' super-modern and it rocks.
Sydney is kind of the same as Singapore, but probably a bit less clean and it's not a country on its own.

You know, the most of Singapore that I've seen is the inside of the Airport... And that was enough to convince me how great of a city it was. It was SO FUCKING CLEAN (apologizes for the swearing, but it's required)... I mean I COULDN'T believe it!!! NOT A PIECE OF PAPER ON THE FLOOR!??
... And they had Tropical Orchids IN the airport as decoration!
I was just LIKE OMFG!

As opposed to the country side where we have half drunk rednecks living in old run down shacks or trailors with a rusted Chevy in the front yard.

Red necks are really nothing more than poor white folk who live out in the boonies down south. They tend to be NRA activists though.

If i rem right Zürich, Switzerland was first place..also some other swiss cities were top ten, Canada had a city high ranked.. and Amsterdam.. that's about the ones i remember.

I think Chicago is the best city. Has better food that New York atleast. And it has a great big fresh lake right next to it. And it isn't dirty or anything.
