Personally, from experience, I'd much MUCH rather be drunk outside, or end up outside if I am drunk.
There, the world is your toilet. Also, the opportunities to do stupid things greatly increases, while diminishing chances that you'll break something in someone's house/apartment.

Despite the fact that I really am straight edge, I would imagine the best place to get drunk is indoors, at a stranger's house, like if you were invited to a party via "friend of a friend" invitation, that way, you can trash the whole place and end up never having to deal with that person
Being drunk outside is alot better then being drunk inside. Every time I get drunk inside I end up going outside anyway

It's true. I always see it around. Always. Not constantly... it just sort of pops in every now and then to let you know it's okay and such.
As for the question... outside is better in almost every way, with exception of being lost and drunk in an unfamiliar place. The consequences of passing out outside can be dire, but I guess that's not the point.
Also, constantly circulated air makes for better drunkeness outside.

alcohol keeps your blood warm. the more you drink, the less outside in winter is a problem, the more likely someone will streak in the snow.
also, drunk people + ice = the best.
