Okay, nothing to DO with anything... out of the blue question.. Were would a FREE good advertising website. Were uh someone could advertise a website, or lets say forums... well thats a perfectly reasonable question worthy of a answer... besides google...

the first site worked but the second one you have to pay... or you need a credit card...
Depends how much work you want to do. If you just want to list your site and have tons of people come there for free, you're out of luck, doesn't exist.
Depending on the type of forum, you could try posting on forums.digitalpoint.com ... my feeling has always been the best way to advertise a forum is to:
1. Use other forums a lot
2. Advertise on Google
3. Spend a ton of money on SEO to get a better Google rank
