Methodology
The ballot has the top 3 nominees outright, or the top 4 nominees in a tie. In the event there were more nominees than available spaces on the ballot, (as was the case in many of the categories), the tie was broken by rolling a 12-sided die. The nominee(s) that received the highest roll was/were the one(s) placed on the ballot.

Proteas is still good, but I voted for him last year, and I remember this year that despite the fact that I disagree with Draconias about most things, I enjoy posting in topics where he's arguing on the opposite side, because he takes a good approach to debating without resulting to angry squabbling or personal attacks.

JMHX - I seem to recall JMHX sticking out as providing some particularly readable and interesting topics, if not neccessarily the most sensational ones.

North Korea - Although the other ones may have recieved more attention, they are constant prevalent issues, and I feel that the developments in North Korean foreign policy were the most relatively significant, and are likely to have an impact in the news in 2007 as well.

My reasoning for voting (or not voting) being because I had already voted for those people available once already, I didn't agree with those on the ballot, I didn't know them well enough, or because I simply wanted to recognise that user for his achievement. Also, nice formatting.

This was a huge lot harder than nominating.
El Presidente -- The best all around poster.
He's been kind of inactive during the past month, but I remember that for the bigger part of this year one couldn't visit the forum without seeing at least one of his popular topics on the first page (excluding the lounge). Not only did he contribute to this forum more than any other poster when it comes to creating good topics with well though-out first posts in 2006, I also remember his Beginner's Guide to posting in Politics, the Raging Awesome Party (which I mostly remember for the 15-day ban) and, on an unrelated note, his escapades in General (1, 2, 3). Woohoo.
Proteas also deserves many kudos for doing whatever he can to keep the Politics forum in good shape, but he hasn't really been a dominant debater/poster compared to JMHX. Newgrounds resembles a banana republic in a way, with the former as one of the most notable general and JMHX as El Presidente. Hence my vote.

I was torn between Fab and TheMason when I was trying to come up with a nomination, so I thought that going along with Fab's choice would be a good compromise. The next day I realised I could nominate multiple posters, but since Fab had already altered his vote to include me I'd look like a total schmuck if I did the same right after him (sorry Fab). Anyway, TheMason is sometimes a bit too eager to play the "I'm an expert" card (whether or not it's justified is not the point), but other than that he's a great poster.
Department of the Interior -- The poster most knowledgeable about domestic issues.
I vote for Imperator because he's cool. My vote would have been blank otherwise.
Economics Advisor -- The poster most knowledgeable about economics.
Even though he rarely posts nowadays, I think MoralLibertarian deserves this one.

I nominated TonioMiguel, but I hadn't really considered SevenSeize before I posted. So yeah, even though TonioMiguel is a very friendly and knowledgeable poster I'm changing my vote and going for the latter because the same goes for her as well and she's been a lot more active, albeit mostly in the lounge.

I'm going for Dre-Man instead of Techware. Talking to either one of them is as satisfying as trying to teach my ashtray to roll over on command but Techware seems to crave for the title a little too much.

fli. Although he wasn't exactly cordial to Dre-Man no other attitude was warranted. He basically uses the lounge as his personal blog but that's not a bad thing anyway.

While Elfer is particularly good at witty one-liners for which he deserves some sort of an Oscar Wilde award I remember Empanado for his elaborate jokes and cinema references, and both are strong posters whenever they're serious. I already voted for Empanado last year, mainly because, since JoS was up for Department of the Interior, I reckoned that Canadians are not fully non-US users and he (JoS) ended up winning the award. Since my normally insignificant notion was vindicated, I'm going to stick with my nomination in the other thread and vote for Empanado again. That mamón hijo de puta cabron said he'd post less some time ago but he's back now.
Elfer is an equally outstanding poster but I can't really Jew out of voting in this category even though the reasons for preferring one over the other are rather weak.

He's pretty much gone now, but I'm voting for RedSkunk because I don't want to vote for JMHX in two different categories. May he return soon and warm all our hearts with his cheerful postings.
Sarai also deserves some mention because of this thread. Who of us can say that he or her has made a topic that caused several people from a non-English speaking country to create a Newgrounds account for the sole reason of posting in it?

Ok, this is where the nominations format fails.. How is it you're allowed to vote multiple times for the same person in different roles? I know this works more than popularity contest, but it just doesn't sound right that the nominations could result in a defacto Dictatorship, instead when it should at least work like a Senate or Cabinet.
