That means it's in "standby mode" which really just means that if you have wireless internet set up for your Wii, It's able to receive messages and other stuff while off.

You could actually choose to turn this off in the settings seeing as some people have noted that the Wii gets a bit warm in this mode. It's not a big deal though, imo.

Yeah, I thought it had to do with my wireless, since I just got it set up to my Wii recently and since then, it started happening.

I'm not sure if it's just a side effect of my region modding, but I need to redo the terms and conditions validation sequence every time I turn off the machine by pulling the plug directly.

Is this the same case with everyone else?

I think it matters on how long you leave it off the plug for, if it's a quick pull-out (lol) and then you plug it back in, and it still makes you re-do all that, it's probably from the modding.

Nintendo Support has a Code input thing, where you just punch in the error code it gives you, and it tells you how to fix it, Try that.

It's only when you get a message. If he did indeed add you, you should be able to exchange messages over the Wii.
