I believe that it should only be used in serious cases (such as murder, mass murder, terrorism, bombing a building in Oklahoma City). But that's just me...
Even Though I am very liberal usually, I agree with the death penalty for crimes involving premeditated murder at the time of sane conciousness.

That would make sense. I could see it not used if the person was mentally handicapped or retarded, in fact, down where I live we case about a guy who murdered someone, and the guy had the intelligence of like a 5 year-old. McVeigh was sane at the time of the bombing and still showed no remorse.
