I assume he Is like the character 'Shelter' In 'Stone Cold' If you have ever read that book, he Is an insane dude that thinks he is doing a good deed by killing homeless people (in this case prostitutes). He doesn't rape them or anything, just strips them and throws them In a bush.

But I reckon that still prostitues will have to go out and work, because they are so dependent on heroin, unless the guy Is stopped he wont stop, also the police can't really have stings on Portman road (red light district) because prostitution Is a crime, so they will have to arrest everyone without any gains from It.
