I am wondering if there is any kind of HTML guide on Newgrounds. Also I am looking for the HTML code that centers everything as puts up borders. Such as the Newgrounds site. Thankyou.

For starters, Newgrounds does not have an HTML tutorial place. However, there are many great resources around the web, such as w3schools.

Newgrounds centers everything through CSS, but if you want a quick fix, the <center> tag will work good. As for borders, those are all images, placed through CSS, to give the border effect. It's just some web design...I don't know too much about that, so I'll be quiet.
