It would be interesting to implement into the system, but it would surely be restricted just as the voting system for flash is. What they would probably do, is if someone would get a certain amount of 'negatives' against them, they would be investigated by a moderator. If need be, and the problems were serious, their account would be deleted. Otherwise, there would just be a ban put in place. There is a need for investigation because people may be voting negatively for simple hatred of that one user.

All in all, it would probably be too complicated to implement, and would be too much of a hassle for moderators and users. I don't think I see that ever being put into effect.
