Compared to most of the other programs out there, it is. Photoshop is 650, fireworks is $300, and the cheapest version of flash is $400.
You may want to look around for a free gif animator in your case.

Even those are relatively cheap, Autodesk Maya costs between $2000 and $7000!

Not true, the education version is 200$.
