Does hooking my keyboard allow me to press a key and hear something from a VST (such as z3ta+) or something like that..

All depends on the software you're running the VST from. Say you got a MIDI keyboard and you hook it to the PC. If you have FL studio, ya gotta configure the midi in for the keyboard, and then yeah when you hit keys you'll hear it
Yeah I have FL, so ya, thanks. I'll buy a cable tomorrow for it
another question, on my keyboard, it says MIDI out..will that make a difference at all? or do i need a MIDI in? I know nothing about midi sorry.

Not owning a midi keyboard, myself, but logically speaking, the midi out is what goes out of the keyboard, and into the computer, so I'm guessing hook that one up to your midi port on the computer. The midi in doesn't seem overly important, but I'd like someone to tell me what it does too.
