(b) Effective Date- The amendment made by subsection (a) shall take effect on the date of the enactment of this Act, and shall apply to all cases, without exception, pending on or after the date of the enactment of this Act which relate to any aspect of the detention, transfer, treatment, trial, or conditions of detention of an alien detained by the United States since September 11, 2001.

Aw fuck, I didn't think the Patriot Act would get passed, but this is a reincarnation of the patriot act! Sure it leaves out the spying without a search warrant but it still has the same provision which allows you to get thrown in jail and not be tried.
Basically the saying: "innocent until proven guilty" no longet applies and is a thing of the past if this bill becomes a law.

The other thing is that the language says that "aliens" don't receive habeas corpus rights. Therefore, citizens will continue to enjoy the writ of habeas corpus even if they are classified as enemy combatants later.
Not nearly as controversial as Mr. Olberman makes it out to be. Very misleading.
