INTRODUCTION
I've been a fan of Anime (not hentai, but Anime... like Trigun and Bebop.. Not the kiddy crap that floods western TV most of the time =P), and I happened to wander upon an article on its origins once, and after that I at least understood why. I know this won't get to everyone, but at least it will get to some people.
ANIMATION IN JAPAN POST-WAR
The base for all anime was of course created in Japan. The time it really grew was after the war, and due to their economy, and other geological factors... it was alot harder for them to develop television, live actors, recording studious... things like that. So the creation of Manga came alone....
ANIMATION IN THE US
These 'comics' in Japan developed a lot differently from those in the US. The industry here never had much room to grow due to censorship. Comics were given massive restrictions due to heat it took from parents, review boards, politics... The crippling blow to American Animation was the belief put ahead by those vocal parents that said 'cartoons are for kids' so basically the genre ended up being severely limited. You only ended up with those corny simple-story-morals, OBVIOUS good guys and badguys, super heroes, and other ridiculous and childish brainwashing bullshit. (Kids are underestimated if you ask me, if anything American Comics limits intellectual development because it brainwashes them with simplicity. There's also the issue with Disney's monopoly of that industry at the time, and how they crippled many small buisinesses in the field... but I want to keep this short.
ANIMATION AND INTELLECTUAL DEVELOPMENT. AMERICAN VS JAPANESE
((My brother was able to handle anime like Trigun and he was young, and it has much more complicated and interesting plotlines... keeping things simple, and leaving such simplistic morals, and having it be the ONLY thing they are subjected to, will mold people into idiots. Which might even be the reason why so many people ARE idiots. But that's a different topic, right?))
ANIMATION AND JAPAN : DIVERSITY
Japan's post-war gov't had to stick to the American rules, and unlike us, they were actually able to do it properly. The ammendment of freedom of speech WAS ACTUALLY FOLLOWED... unlike the hipocritical bastards that killed animation in the US!!! So diversity arose since people were allowed to say (and draw) what they wanted.
THE BIRTH OF HENTAI
Just like how the porn industry started to grow in the US, it happened in Japan too, but since their culture had become totally engrossed with manga and animation (due to the lack of the alternative), the development came in the form of hentai. It is NOT "perverted cartoons".. to them it WAS their version of porn. I can't expect you to understand the cultural differences that led to it.... But I tried.
CONCLUSION
Hentai spread across the world after that... why is it accepted? Some hold cartoons to a higher level than we were taught to. Some just find it arousing and don't care what others think.
To summarize the development... HENTAI exists because of the WAY that THEIR CULTURE DEVELOPED, and the FREEDOM OF SPEECH that they let exist.

Oh, and just to pre-empt a possible statement I might end up getting back..
"Well the internet has spread real porn, so they have access to it. Why do they prefer cartoons? Are they all lifeless losers?"
The answer is no. They just grew up with manga/animation so it's within human reason if they ended up being open-minded enough to enjoy it.
On a totally different note
I wonder what would have happened to the American Animation industry if it wasn't censored in its birth. Maybe anime will inspire new artists, and they can break free of the stigma. I am not saying I want US making animation-porn. I am talking about proper storylines, and not 'simpleton kiddy-shit'.

I watch 'real porn' rather than hentai yeah, but that's because of where I grew up =P. I am just saying I understand WHY it happened, and I won't be a flamming faggot and harrass people because of the way their culture grew.

Well the fact that cartoon is limited here is because they want to protect the children's innocence. It is true that children are interested in cartoons much more than real life shows, thus the U.S. wants all cartoons to stay kid friendly. You can't take away innocence too early, right? Well to do that they will have to make sure there is a place for kids where innocence is preserved. So they have to censor stuff. Don't be so selfish. Personally I wouldn't want any small children in my family watching bebop and trigun.

In a recent discussion about porn, we started talking about cartoon porn (I seem to be the only person in our group that it's called hentai, too..), and here's basically how it went (Oh, Eric's just a real fucked up kid from school, too):
Kevin: Well, I'd say that porn is cool, if you don't have a girlfriend. But there's no sense in having 'toon porn. Unless you're Eric, of course.
Me: Well, if you look at porn all the time you probably won't ever have a girlfriend. But, anyway, WHY in the Hell would you want to download pictures of Pikachu fucking another Pokemon when you can download virtually any kind of porn in seconds?

It was really hilarious at the time. And, yes... Adam was joking.
But, I think that sums up why people like hentai. 'Cause it downloads faster.

If you say so. Although since the molding of a person's mind often lies in the early of years. If you can get people of younger age to understand complex morals, then you're helping to develop their intelligence.
Innocence is always just temporary. I would rather have a human with the ability be open-minded and a complex/intelligent thinker rather than just an idiot kid who believes naive and idiotic things like.
"Be Patriotic and Love your country no matter what", "Violence is ALWAYS wrong" and "ALWAYS obey the law".
Perhaps it's even the tool of the government to manipulate and control the minds of individuals. You can see some of these morals sticking with people. Just look at the uninformed Anti-War-Protesters (Not talking about ALL of them, just the uninformed ones, which may be the majority). That's just speculation though.
