In the Past, To Be a british Officer you had to be Born into an extremely rich priveleged family, And the Rankers were the Criminals and the poor.
Britain is always trying to change itself completly from what it used to be like.

Yes, and then we had the Civil War in 1641 and then there was almost 400 years of English history with a professional army.

It was like that upto the 20th century. Officers were The Upper class Snobs and the 'common soldiers' were poverty stricken murderers, theives....etc
