Spy vs. Spy from MAD magazine. They had a video game that was on a lot of different systems (including the Commodore 64), though it was the NES version that came to mind for me first.

Oops forgot to say I know that Earthworm Jim is just the worm and that he is a bionic suit. I gave it bones because it gave the picture a better zombie vibe instead of just having Jim green.
