On the one hand stuff is getting inflated and that's bad, but on the other hand, really think about the scores. The top flash on NG atm is Portal Defenders, sitting at 4.55. If you bring this to a percentage scale, it's a 91%.
Now that means that if you were to grade the flashes, that flash would get an A (really an A-), but every single other flash on the top 50 would only get a B/B+. Does that really seem fair when you look at the quality of some of the flashes in the top 50?
Imo people are too harsh, but it depends on the situation. People are too harsh with good animations because either they're jealous or they don't think it should be #1 (and thus the flashes are voted on based on their score relative to other flashes rather than their overall quality), and yet as you've said, people are too easy on shitty flashes sometimes.
