I think removing the blam limit is an excellent idea; it gives people the opportunity to improve. However, I'm not a fan of a 10mb upload limit for everyone. There's too much opportunity for abuse there.
What about a combination of the old and new systems? New users who have no submissions could have a 5mb limit, but after three successful submissions, the limit would be raised to 10mb. A batting average minimum might also help, since people with extremely low batting averages aren't likely to make good use of the extra space. Obviously there'll be a few newcomers who will genuinely need more than 5mb, but they could be approved by admins as before.
These three things can shave megs off a big submission.
But I wonder how many people will bother reading (or caring about) that before submitting.
I'm grateful for the changes you're making, and I think they're mostly great ideas. This file size thing does worry me a bit, though.
