No, what he was saying is that white people should run countries, which is completely untrue. Because other people are just as compitent to run it once introduced to different ways of thinking. Usually poor somtimes considered primitive, is just because of slower production and food allocation.

I took it as he was saying that countries run by white people make up a large portion of "successful" countries. I hate to say this also, but if you were to take the best educated person from lets say.... Britain or Nigeria. Who would you choose? After saying that, someone will bring up the best educated Asian person. Well, that would come from Japan, and they rely heavily on the US.

It depended on who was smarter. And no country is reliant on the U.S.A they can easily adapt to trade with Europe of the rest of Asia, including China and India since they are on the rise and soon will be the dominant country.

I see where you're getting at. All the white-run countries are better off because of land, resources, and pride. Whereas the black-run countries are in desert/dusty areas.

Africa has vast resources down in the south and has an amazing poverty, but do not forget Africa has grown much plantation and has animals thriving on the fields.

A certain area of the world tends to do better during different technological periods.

The current economical situation (= parts of Europe and Northern America are wealthier then the majority of the world) has everything to do with evolution. Look at Australia, for instance. When the british landed there in the 17th century, all they found were tribal aboriginals, kangaroos, koalas, and more tribal aboriginals. It's hard to deny their civilization developed (=evolved) differently then the civilization they had just met. Like Fightingforfreedom has said, this is due to the geographic advantages (resources, rivers, seasoning,...) these locations in the 20° margin have to offer. Not because they happen to have white people running them. So basicly, capitalism, along with imperialism, has lead us to the current situation, where the line between rich and poor is greater then ever before. On the other hand, 2000 years ago, most of China (also in the 20° degree margin) was a force to be reckoned with, both militaristic and economical. Sure, they've lost most of that in the past centuries, but they're regaining their former wealth slowly but surely.

To stay on topic, it's highly doubtful that a government can stay strong just because a leader is of a different skin pigment. If Tony Blair were purple-colored with polka dots, would he run differently? No. It depends on the philosophies of the person and what he/she feels is a better method of running a government.
