OP, perhaps you could put up flyers downtown asking people to check up on anyone they know who owns four cats. If someone happens to know a person that fits, they may check up on the possible suspect to see if their cats are missing, hopefully calling the authorities. I wouldn't recommend including a photo of the cats; it may easily offend and result in a tear-down. Include a number to the local animal control and possibly the NPCA. If you are concerned enough to do something, you could start there.

They were about maybe 1 week old. I can't really tell. I just know they are less than a month old.
