well a friend and i want to make a flash toon in the home star runner style but better and i need a free animation tool (no budget) and a website to get me started i googled it but a lot of crud came up

Your gonna need 700$ for flash and 20$ a month for a site. sorry i wish i could get it free too.

a flash program you do need, but in no way do you need a website. If you want to make anything half deacent, you will need to caugh of around 100-200$. Get the free trail of flash here:
http://www.adobe.com/downloads/

and if you still dont want to buy it and still want to make flash but are not looking for the best quality, then get something free like swish max or something (google it).

For a free flash maker, you could try the 30-day trial, or Liveswf. For a free website, you could try freewebs.com. However, just like most things, you gotta pay for better things. Bought website is better than freewebs, and Flash is better than Liveswf.

Also, the people who make homestar runner have a lot of experience, something that clearly you don't (you don't even have flash yet =/) So I would suggest practice, and lots of it (and buying Flash 8)
