I guess you can consider CSS programming, but it's more like HTML which is not programming.
Anyway, I would guess it would be the opposite, meaning James does the heavy stuff (New features) and Ross tightens things up. I mean just to learn the system and how everything was written will probably take Ross a while, so at least for the beginning.
But you probably have a better idea than me.
