Say these icons are implemented tomorrow, and you still have 450~ XP points. If they keep the traditional 50 point gap for every level up to, say, 20, the required amount for 18 would still be about two times what you currently have. I really doubt that they would have preset point amounts that far into the level system though.
Everybody isn't going to magically double, what's happening is very simple. Imagine the current point spread between every level right now like a bunch of measurements on giant ruler with each notch being a level. What's going to happen is between each notch another one is being placed, so the amount of points to get to levels is impacted, that's all. I don't know if they are going to have a preset point amount for levels 2-9 like they have know or if they are going to make it wider or whatever either, but chances are they will keep it in place to encourage new members to keep depositing and not make the level system seem so daunting at first.
Blah, summary: Users with <1,000 experience shouldn't expect to be shot up to a higher level, users with <2,000 experience may not even be placed more than a level or two ahead of what your are currently at.
