You dont educate your enemies, they are pretty much beyond your control. You educate those who want your help and seek it. Then show how successful and good this is for peoples families who do this and turn them into an example for others to follow. It encourages others to seek help and creates friends. I guess this would involve a lot more than education, though. A lot more.
This will involve a monetary commitment but I am pretty damn sure its money better spent than doing the same shit and encouraging everyone wanting to blow eachother up and keeping the wheels of violence spinning. Dont get me wrong, I have nothing against controled violence, it is needed sometimes. But the way it is being used now to combat insurgencies and terrorists really is flat out not working.
If you want anything more detailed, I am in no way capable of that. I dont have the resources or the knowledge. I would love to figure some plan out like that if I had the time and money and resources. But I dont. I can vouch that no one has ever attempted to change the way we fight insurgencies, however. The old mindset of blowing up honorable enemies on the honorable field of battle still permeates the armed forces of all countries. There is a lot more to terrorism than that.
