Keep in mind I am using fireworks instead of photoshop, so brushes or whatever else you guys use are out of the question.
I've never used Fireworks before, but I do know it's similar to Photoshop in multiple ways. The easiest and probably quickest way to place a texture is the exact way you're already doing it (transparency plus setting the blend mode to overlay, if fireworks has that, isn't necessary tho). If you don't want the colors of the texture to interfere with the colors of the photo you're putting it on, try desaturating (black and white) the texture, then changing the blend mode to something fitting. Also, sometimes if you invert the texture, it can look more realistic or pleasing to the eye when placed onto the photo.
Otherwise, the only other way to make a texture is to create one yourself. Either by manipulating a photo to create a custom brush, drawing it all from scratch or using Fireworks brushes. I'm sure there's some out there somewhere.
