These are original from the Legend of Zelda : the Wind Waker. He just quickened the tempo and added a reverb effect on them. I did the experience myself on Audacity : i almost obtained the same result.
Oh, forgot to add.
I don't know if his other songs are stolen or what, but i did notice that the quality of each song is quite different, too.

Voting on stolen music;
Do you guys think it's better to vote 0 on stolen music or vote 5 on stolen music? I know in most cases (like with flash movies) your suppose to vote normally in case it turns out to not actually be stolen.
BUT, with audio, I'd say about 90% of the time it is clearly obvious that it is a hot track. STRAIT UP JACXZORD!11
So, the idea behind voting 5 would be to give it more exposure for more people to be able to report it. Besides, if you follow the whole "just vote like it's any other track rule" chances are you would probably vote 5 anyways just because it is a good sounding professional song.
Or, the idea behind voting 0 would be to push the track down low on the charts so less people download it; less chances of Newgrounds getting into any trouble. Plus it's satisfying to 0 bomb assholes that upload shitty stolen music.

Also, in his profile he claims to be a 'music industry used for professional booking', and he even leaves a phone number to call 'if you feel these songs are stolen', but a quick Whitepages reverse lookup reveals him to be some kid living at home with his parents.

"Building" upon someone else's track and submitting it as your own is not against the rules.

I kept trying to tell him this, and he went on about how if it's legally OK he's allowed to post it here. He's fighting me as well telling me he DID in fact contact him. He said he E-mailed him and sent a letter to his agency... I'm sure he went through all that to reverse a song, speed it up and add effects. IM SURE. But beyond that, I said Even if you did do all that, it's still a copyrighted song, and isn't allowed on this site... Seeing how his response goes...
