In paint.. I'm pretty sure that if the picture is selected, you can just click and drag it from the corner to shrink its size.

This is my ancient computer that's in the basement. BAD COMPUTER WITH ONLY PAINT AS THE IMAGE EDITOR = BAD QUALITY IMAGE
