i'm actually really happy with how this turned out, i'd have the taskbar transparent but that eats up ram that i don't have.

Yeah, it's just my version of your mockup. I thought you'd like it.

I'm not sure how you'd go about getting exactly what you wanted out of it, but using Cairo-dock I came pretty close.
