I make a flash that I wanna make an icon for... All I have is MS paint. Can any one tell me what to do?

Requirements Format: Non-Animated GIF or PNG. NO BORDERS. Size: Must be 46x46 pixels. 20k filesize limit. Do NOT use transparent gifs.
In Paint: Image > Attributes. Set the size to 46x46. Then draw whatever you wan't and save it as a GIF or a PNG.

can I just copy and paste a scene from my flash movie to MS?

You can take a screenshot from your movie and paste it into paint, but it still has to be 46x46.
