OK fine. But you're not going to get a tutorial on creating a full featured forum. That's not where you start.
LEARN PHP and MySQL.
Check out PHP: Main in my sig. Also check out phpfreaks.com for some great tutorials to get you started.

i dont need the WHOLE script i just need tuts to helo me start out i know some basic oho like creating a members system i just neesd some other help And yes i do go to php main i even have a tutorial there

You have a tutorial there? I would guess it's under a different user name.
Here's the thing. If you have knowledge of PHP, you shouldn't need tutorials on creating something like a member list. You should be able to use your knowledge of PHP and make a member list.
I'm not really sure where you're going to find tutorials that specific.

I think you're gonna need some more knowledge of PHP before you start coding a forum.
However, if you think you're ready to start, PHP: Main has a bunch of useful tutorials that you can put together to make a forum. That is, combined with a basic knowledge of PHP and MySQL. Just take a look at what a forum has, then take a look at what PHP: Main has. There's alot more than you would figure.

Im sure no matter what the guy says, thats all he wants... Also, if he knows some PHP like he says he does, it should be easy for him to understand.

I suggest reading the php tutorials on www.tizag.com
On learning those, pay close attention on page writing, deleting, appending, and truncating. Making a forum is no simple task. Heck, I can't make a forum. (I'm a beginner at php.)
All programming problems can be solved with Arrays!
