The tutorials that include how to import sound in Flashes isn't really working for me. Do the instructions they give tell you how to Import sound in Flash Basic 8? Or do I need to follow directions better. Instructions how to, or a link to a tutorial will be appreciated.

You can just drag it out of the library. Or just click the frame and choose it from the properties menu.
