All microphones have static, that is, unless your willing to buy a new sound card or buy a $200 microphone. First, I suggest downloading Audacity. It's completely free and easy to use. Download it at http://audacity.sourceforge.net/download/. Then buy a $20 microphone at Radioshack or Best Buy. I bought mine at Radioshack for $20. It's a model number 33-3038 Dynamic Microphone.
For best quality, when you record a line, just highlight the whole line. Then go to effects and normalize. That will make it a fairly good sound. Then highlight a part that you recorded where there is no sound, go to effects - Noise Reduction. Then press get Noise Profile. Then highlight the whole line, go to Noise Reduction, and move the bar all the way down to less. Then press remove noise. Then you should have one line of fairly good quality.
Just do that for every single line, and you should be good to go.
