Theres alot of factors that make up the time spent. Like how well you know how to use the program, if you have school, have a social life, how complex the piece is, and how many hours you put into it each day.
I'd say a month is kind of the average for a good quality piece.

I brand new to flash... no school, not really much else to do... spend about 6 hours a day on a computer... but i pick up quick on stuff...

Depends on these:
-How long and extensive the flash is
-How precise you want your animation to be
-How perfect you want the actionscript (if it's a game), with no errors and such
-How good your drawings are
-How long it takes you to do this stuff, it's different for everyone - some people use hotkeys, some people don't. all depends on how adept you are with the program.

Also to take into consideration is your ability to stay focused on a project. Sure you may spend 6 hours on a computer daily, but that's totally different from spending the same 6 hours poring over the most minute details of a flash project, having things spontaneously go wrong (as they inevitably will), and keeping with a single project, seeing it through to the finish... All things considered, a month or so is just about right for a decent submission a few minutes long, depending on all the variables listed above.
