These are the thoughts I have had on XR:

Rewards are handed out ONLY based by performance. This can be by participation in-club and by
extra-curricular duties that you can notify a Dept Head about.
Rewarding by stats is improper because you would have to reward a member twice - once for the competition/mission/whatever and once for the stat itself. There is no point for that.
The act of posting alone isn't always a positive contribution to NG. Nor is the total B/P figure. All a level shows is a commitment to vote on 5 submissions a day.
I am not saying people with high stats have done nothing positive for NG, but the essence of the DOD is about helpfulness and this is something a stat does not show.

Every month a general XR is given of 20 for all members. Longer standing members get a bonus of 10 per 6 months.
For example a member who has joined for 7 months with no other bonus to their rank would have
(6 x 20) + (1 x30) = 120 + 30 = 150, which is the rank of Corporal
Department heads hold higher responsibility in the club and so will be given more for their efforts.
The base for this amount is 40, and will still be +10 for every 6 months.
Note that the remade member list will have the day of joining (the DOD) for all NG DOD members for ease of calculating this number. Older members will be paid according to their latest rate.

How to make the initial total number for older members will be very difficult I know.
Months of inactive service will not be paid for. Absence for any long duration without
explanation will require you to start at the base (20) XR rate again (as a new member).
If reasonable explanation is made, you can resume your normal rate.
There has to be an agreed number on how much older members should be rewarded. I think this has to be worked out between the IA and the members themselves. This may cause some difficulty, but I think it is a simple problem that can be overcome with patience.
Some things that can be given as "bonus" XR to members (current and new);
NG Moderator = 1000 XR
Making a "major" contribution to the club = 300 XR or varies
Hosting a competition = 100 XR
Making and monitoring a 'mission' = 80 XR
Maintaining the NG-DOD list = combined 50 XR (if more than one person assists the number is divided)
A major contribution to NG = 400 -800 XR
A department head get a one-off bonus of 3000 XR (2nd Lt.), but if they leave the bonus is revoked. This is to help the leaders maintain a higher rank. When they leave the post they also get paid the same as a normal member.

This method seems confusing on how many points to give to active members. It is meant to be a system you report your deeds and then they are added onto your rank.
IT IS NOT THE DEPARTMENT HEAD'S JOB TO CONSTANTLY LOOK AT YOUR PROFILE OR POSTS!
You do something noteworthy - report it.
I will make an example of a member (chose this name randomly from the NG DOD list on the forum)

A member for about 4? (I may be wrong - apologies if I am) months, so as a base XR rating she would have;
(4 x 40) = 80
So if andrea364 has done anything she feels that has added to NG as a whole she can tell her dept head about it and see if it is approved. At the end of the month her stats will be updated by the list keeper.

A stat is a number, we are all proud of them. Myself included. But it shouldn't be how we base our rewards.
