a system that alloows post-under judgement whistle blows for matured accounts (level 9+) to help ensure the guy doing it is not just an idiot might work.
Or make it a possibility that someone with a certain whistle level can perpetually blow the whistle on an entry even if it passed.
Would allow a quicker solution then the current one standing.
As for content on the internet, information, even things we don't agree with, needs to be preserved and kept free. The internet is the place for it to do so, and nothing, and I mean nothing should be banned. Some things should have prosecution going after it due to regional laws (like child porn).
Everything you see is information, just because you don't like something doesn't mean its existence should be covered up. It helps expose you to the sick world we are in if you are interested.
Which brings up the control point. Those videos should be in existence, but they should NOT be in the flash portal because it violates the Agreement when you submit a flash, which should lead to an IP ban.
BTW, if any admins do happen to come in here, IP banning is really not difficult. If it's simplist form just add a command in the header file calling for the remote IP, and an if/else statment stating to do a quick comparison against a databse of banned IP's and if it matches to return a "banned" page, else to return the normal contents of the site.
If you are worried about server load, since NG is more traffic than I have ever worked with, just have it execute off of a PHP_[SELF] command (drunk, so don't bash my accuracy, thinking of the one that pulls the URL), so that the command only executes on the account signup or the flash submit page.
