Flash. I have Macromedia Flash MX 2004, but Flash 8 is better, I think. I'm just cheap.

You can make flash games and movies with all sorta programs.. I've only heard of two though: Macromedia Flash and Kool Movies(a budd used that for his first movies).
But theres not a single known program name other than macromedia flash you can say that's able to create flash files.

And flash is the BEST program to make flash games!
All other programs are crappy!
If you want to make real good games, you'd better buy flash (or get it illegally and end up in jail :P)
