Usually it aint that many ppl around here, so just have patience and check in here in a couple of hours or so.
I´m not sure bout htis since I only tried out Audacity once or twice and that was quite some time ago, but i would guess that you can change the samplerate when exporting the audio. I do not have the program installed so i cannot check. :/
If this doesn´t help, then chekc in here in a couple of hours or so, like i said :)

nero wave editor can do it.
I'm not sure man, but if I were you I would use google first, or perhaps check out any Audacity websites first.
Edit>Prefrences (Ctrl+P)
Quality>Sample Rate
NOTE: Changes wont take effect until you restart Audacity.
Toolbar: Edit > Preferences > Quality > Sample Rate

Do you save before you restart? If so, what do you save it as?
