it's not that we want to limit your upload it's that we have no choice.
in Canada for instance our ISPs limit p2p traffic, so we can't download or upload at full speed.
also lots of people have small upload speeds. like in Canada it common for the max upload speed to be 120kbps, but you can't upload at your max because you wont be able to download at the same time, with a asynchronous internet connection the internet is one way communications.
also p2p uses more traffic than direct connections, if my max upload is 120kbps i have to limit it to 40-80kbps so i can download at the same time, about 20kbps is used to communicate with the tracker and peers iam downloading from.
