My idea :

There is a "International Culture Fair" taking place around 3 miles from the whitehouse inside some kind of zone. You see a crowd of moving families all different races, where as there are some booths that simulate some things in other countries such as the black market, fetish porn and erotic food shops.

Bin Laden would be behind the 3rd asian woman in right beside the Fetish Porn booth raping her and once you click him, he will trigger his explosives at the Urban Culture booth where a bunch of white kids end up losing their body parts.
