U need to convert the image to .gif and then cut the background with.....for example Photoshop or maybe even Paint
If your GIF is transparent, it will come in as transparent. Bitmaps do NOT support an 8-bit alpha channel, and therefore come in with a background.
Ideally, to work with images, flash and Alpha layers, you want to use PNG files. Get a hold of a copy of Fireworks or Photoshop, which will both export PNGs with transparencies.

I don't think you can with paint.
You can with Paint.net though, its a free photoshop thingie
Import the bitmap.
Select it with black arrow.
Click modify.
Select bitmap.
Select trace bitmap.
Set colour threshold to 0.
Press OK.
Delete most of the white with the selector tool, rub out the rest.
