The reason to this, why low quality submissions are submitted is simply that people want to show what they got; what they've done.
For them it's not about becoming popular in the first place, it's all a way of becoming experienced and better at Flash.
Afterall, everyone started out new, and almost everyone was proud over their first finnished or unfinnished work. No matter how good it was, it was something they've done, and when you can appreciate what you are doing, you do probably have a time of learning and development ahead of you.
If you on the other side just think everything you're making from the start is pure shit, you're just gonna give up, sine you think you might aswell quit.
But hey, people get better, and if their submissions aren't quite good enough, there is always someone to sort them out from the other ones in the Portal.
We who do that, we don't think it's a big deal, we actually just enjoy viewing it, comment on the so far work so they'll improve, and I tell you, there are loads of people who're glad to gain the blam/protection points.
So let people develope in their own paice, in their own way.
Someday, if they're just not of the right sort, they'll give up. Otherwise, they'll become better, and finally, make one of those pieces, that everyone can enjoy. =)
