Usually, beginners settle for Reason or Fruity Loops. I suggest however you go check the Audio Sticky for great links in whatever touches the subject of making computer based music!

ive got tosay there is no free decent music maker out there, there are certainly okay ones but their capabilites are nothing compared to the likes of cubase, reason etc etc
a cheap alternative would be to either get fruityloops, or a lite version of cubase sx, such as the LE version, or Cubasis. the latter being really cheap nowadays.

Impulse Tracker may be your best bet. It takes some time before you get the hang of it though, but the Internet provides a lot of free samples for it, and you can quite easily make your own.

BUZZ is free and it kicks ass. Sheldon James uses buzz. His stuff is pretty cool. It's Electronic indie stuff. Check it out if you want an example of what you can use it for.
What's really cool about Buzz is tons of people make plug ins and stuff for it. so there's thousands and thousands of instruments. You link everything up like a web (think back to english class).

Buzz. It's suitable for beginners if you're not a pussy and take the time to Read a manual.
