This is horseshit!
I like Newgrounds, and I like Wade, and I make sure to watch everything I vote on and to vote fairly, but this is garbage.
If you don't like the way the Newgrounds community regulates the Portal, don't leave it up to them to do so. That's not the way this kind of shit works.
Let me offer a parallel illustration. We all know that in gubernatorial, presidential, and other political races, there are morons who feel obliged to vote, but do so completely willy-nilly. They write in Elvis Presley for President and snicker to themselves, and they have every right to do so. The system allows it, and for good reason.
The second we start policing the way people vote, democracy and human rights will be promptly defenestrated. First we start barring drunks at the door. Then we have officers monitor the voters to make sure they aren't voting for cartoon characters or dead celebrities. Then, while we've already stripped away the anonymous nature of voting, our officers streamline the process by offering "disincentives" to voting for representatives of fringe parties. Then -- what the hell -- nonincumbents! Soon enough, it's Wade Fulp, President for Life.

Anyway, do I think that Portal regulation wil rob us of our human rights? Probably not, but if it turns into a big thing, Newgrounds is going to start looking like a police state, those of us who started coming here in high school to get away from that kind of crap are going to stop coming, and those Coke ads are going to get a lot fewer hits.
If you at Newgrounds HQ have this concrete ideal system for determining what goes and what stays, cut out the user votes, implement the fucking ideal yourselves, and don't punish your customers for guessing wrong.
