If you use Fruity Loops to make loops (like me, check my profile) then the easiest way to make a loop is to open a sample and edit it with the same instruments to a different beat or song.

Um, I would have to say, even though the loops may not be copyrighted, it's only the easy way out. You get nowhere by using a premade loop, but only by starting to develop your own rhythm and feel. It's good to listen to those loops to help you think of ideas like it, but otherwise, it's the easy way out. Not a good beginner tip, sorry to say.
