well I'm no good at programming But there are plenty of sites that have helped me out big time in the past :) www.flashkit.com www.lionbichstudios.com www.actionscript.org or even the tutorials on newgrounds
note: I'm only giving you these sites if no one helps you and you have to do it yourself

Well it depends on how complex you want it, I can program and recently I finished a side scroller action shooter engine but I already have a game I'm making with it. Get some books on actionscript and teach yourself I'm sorry to say this but people aren't gonna want to help you if you really can't prove your skill. So how bout making this into an animated movie then talk to a programmer and tell em that you wanna make a game outta it and because you show you can do the art and such the programmer may except then.

If the play goes well. There will be a paying version and then the 60% of the benefit will be versed to the programmer...
