To make flash animation you use Macromedia Flash, which is 700 dollars to buy. If you want to try out the program before buying, feel free to download the free 30 day trial. There is also a student version, which costs only 250 dollars.

If you cant afford flash then maybe look at one of their competitors calles SWiSH....
