Most songs could probably make me cry if I was in a certain frame of mind for it. Most songs probably HAVE made me cry...but after a while if you've listened to a song enough, the sadness kind of numbs down.
Songs that have made me cry in the past (atleast ones I can think of) -

U2 - With or Without You
Blargh, my mind's drawing a blank, but there have been ALOT of songs that have made me cry. I love crying to stuff to make me feel better. It's a woman thing I think. We love musical catharsis.

I can't say that there are any songs that MAKE me cry. I'm not huge into doing things against my will, even involuntary responses like that. Even if it's voluntary, I'm not really a crying sorta person. Call it a guy thing.
But some songs that have huge sadness that I've attached to them include:
Walking By -- Something Corporate
One More Day -- Socialburn
Here Without You -- 3 Doors Down
Flavor of the Weeek -- American Hi Fi
Here's to the Night -- Eve 6
Troubled Times -- Fountains of Wayne
I bet there's more, but I could only manage two off the top of my head, and then didn't feel like looking through my entire library to find some songs like that.

Gee whiz, I haven't cried in years, and to a song? I doubt I've ever. I was a bit of a crybaby as a child, although I think the phrase "teary eyed mother fucker" fits the bill a little better. I would burst into tears over the most minute issues, hell I recall flying into a fit of sobs and tears when a girl asked me if I was crying. Nowadays I mask my emotions beneath a shiny veneer of testosterone fueled machismo and keep my tears locked firmly inside to crystalize within my heart.
If a song were to make me cry it would most likely be due to the use of it to punctuate a somber occasion. Using a previous example I'm sure Oh Danny Boy at a funeral would choke me up depending on how close I was to the departed. Also, I recall getting slightly teared up during the end of Gladiator, I'm sure that wouldn't have happened if Walking on Sunshine had been playing as backround music.

Metallica - The unforgiven I and II (not a real metallica fan, yet those are amazing songs.)

Ensiferum - Little Dreamer (More depressing and anger, not really sadness.)
Ensiferum - Old Man (follow up of Little Dreamer)
Helloween - If I could fly.
Not that I cry to all of these songs ofcourse, yet they do bring up a sad emotion. Especially the first 3.

Uhm...unfortunately I haven't cried whilst listening to any song...
Though my throat closes up a might whenever I listen to "I Don't Wanna Miss A Thing" by AeroSmith...I sung that song on a beach in northern Italy with friends, near this tiny, cute little village...the bright stars were the only lights we could see by, and we all huddled toghether, 'cause it was a rock beach, and I was the only person who had remembered to bring a towel along to sit on...good times. I hope to do it again this Summer.

Not many songs make me just cry. If i watch a TV show which is quite sad and it is also put to some music, depeding on the script of the show it could make me cry.

Whoa sorry about your brother, my brother said he liked the song "Staring down the barrel of a 45" after that was the last song that he and his frinds listened to before evacuating the car the over heated car then it blew up. My brother's friends make me worry about him, they drive like freakin maniacs! One of his friends drives crazy and has wrecked several cars but his family is rich and just buys him new ones.

Ironically, The song "Stan" by Eminem, gets me to shed a tear; when I hear it........ Mostly because Dido's voice is so hauntingly beautiful.
